CCAS (Community Social Action Center) – Center Agency

The Centre Communal d’Action Sociale (CCAS) Centre manages Marseille’s 1st, 2nd, 3rd and 7th arrondissements. Administrative consultants, social workers and digital advisors are on hand to help you with any difficulties you may encounter, and to assist you with any formalities you may need to complete.

The CCAS offers a range of services and is dedicated to providing help and support to people in difficulty, families, people over 60 losing their independence, people with disabilities, the homeless or those in precarious situations…

Access to rights

➢ Integration :

  • Reception and orientation of RSA applicants
  • Social accompaniment and follow-up of RSA beneficiaries (on referral from the Insertion Pole)
  • General social interventions: management of reports and emergency situations, instruction of personal micro-credit files, social investigation for the prevention of home evictions, and prescription of files eligible for the Proximity Water Fund.

➢ Assistance for senior citizens (frail elderly over 60):

Assessment of seniors’ home assistance needs and implementation of action plans within Espaces Services Aînés (ESA).

➢ Legal and optional assistance :

  • domiciliation of people with no fixed or stable address
  • preparation of social assistance files
  • issue of personalised support vouchers (food/hygiene vouchers)
  • contribution to school canteen fees for public schools under contract
  • transport assistance
  • Christmas parcels

➢ Support from digital advisers for online administrative procedures

Services for the over-60s: home nursing care, home support, independent living residences.

Territoire Zéro Non Recours: As part of an experiment called ‘Territoire Zéro Non Recours’ (TZNR), a team of social workers is working in the 3rd arrondissement to help people who have difficulty accessing or renewing their rights. The service is aimed at all sections of the public, in particular single-parent families and elderly people with no loss of autonomy.

Summer 2025 closure: the TZNR offices will be moved to the Désirée Clary municipal outreach office during the month of August.
