Arbitrary procedures…

It seems that procedures are not set in stone. Once, a Social Security Office employee asked for my Italian health insurance card, assuring me that it would facilitate my application in France. In fact, it didn’t help at all and nobody ever asked me to provide it ever again…. it was just this one employee, on that day, who assured me it would help.
